President / Chief Executive Officer
Mike graduated from Morehead State University with a Bachelor of Business Administration and brings more than 30 years of banking experience to his role. Mike joined First State Bank in 2006 and is the President and CEO. Prior to First State Bank, Mike acted as a Vice President at Fifth Third Bank for more than two decades.
Mike is very involved in the local community and currently serves on several boards including: First State Bancorp, Ohio Bankers League, Southern State Community College, Hospice of Hope, and Leadership Adams. Additionally, Mike serves as an Elder at the Winchester Church of Christ in Christian Union. In his free time, Mike enjoys spending time with his wife and five children, golfing, hunting, fishing and serving with his church.
Vice President / Chief Financial Officer
After earning a Bachelor's Degree in Accounting from Shawnee State University in 2002, David became a Certified Public Accountant in 2004. Starting his career at First State Bank as an internal auditor, two years later he moved into the role of CFO.
David is currently responsible for the accounting and finance functions of the bank including financial reporting, asset liability management, and budget and financial planning. Additionally, he oversees the bank's investment portfolio. In 2014, he was appointed to serve on the First State Bank Board of Directors. David currently serves on several local boards and is an active member of his church. Married with three children, he also enjoys helping with youth sports in his spare time.
Chief Risk Officer
Tim attended Northern Kentucky University, earning a Bachelor's of Organizational Studies with a concentration in Industrial Labor Relations and an Associate of Applied Science. Tim began his banking career in 2002, is a Certified Community Bank Internal Auditor (CCBIA) and has held positions as Controller, Compliance Officer, BSA/OFAC Officer, CRA Officer, Internal Auditor, Office Manager, Loan Clerk, and Teller.
As Chief Risk Officer, Tim is responsible for ensuring the Bank maintains an adequate and effective Enterprise Risk Management program.
Tim serves on the Ohio Bankers League Next Generation Advisory Board and participates in several community groups. In his free time, Tim enjoys spending time outdoors and with his family.
Vice President / Branch Administration
As a VP and leader of Branch Administration, Judd currently is responsible for the retail operations of all 12 First State Bank locations. A graduate of Shawnee State University, Judd currently sits on the OVRDC Loan Review Committee. He also is a graduate of the OBL Bank Leadership Institute. In his free time, Judd enjoys coaching baseball and basketball and spending time with his wife and two children.
Vice President / Commercial Banking Manager
A graduate from the University of Cincinnati with a BBA in Finance, Chad has more than ten years of banking industry experience. Chad joined First State Bank in 2008 and over the years has led the business development division which includes developing and maintaining client relationships as well as increasing bank net income, loan production, deposits, merchant services, and all other banking products. In 2014, Chad was named Commercial Banking Manager and oversees all commercial banking activities. In 2015, Chad was named Vice President. In his free time, Chad enjoys spending time with his family, anything sports- related and being active in his church.
Assistant Vice President / Information Technology Manager
In addition to being a Certified Professional in CompTIA A + and CompTIA Network +, Dan also has an Associate's Degree in Computer Information Technology. Joining First State Bank in 2006, Dan brings more than 15 years of IT experience to his role. Over the years, he has worked in different sectors ranging from hospitality, to health care, to finance. Throughout his career, he has facilitated customer service and leadership initiatives and managed networks and telecommunication systems ranging in size and geographic location. In 2015, Dan was named Assistant Vice President.
In his free time, Dan enjoys spending time outdoors with his kids, target shooting and hunting. He is also an avid sports fan, enjoying both football and ice hockey.
Assistant Vice President / Credit Manager
Bradley is a graduate of The Ohio State University with a Bachelor of Science in Business Administration degree and a major in accounting. He brings more than 20 years of banking experience to First State Bank. In 2015, Jones graduated from the Bank Leadership Institute at the Ohio Bankers League. An employee since 2006, Bradley and manages the credit department and in 2015 he was named Assistant Vice President. In his spare time, Bradley enjoys coaching soccer and basketball and being an active member of his church.
A graduate of the University of Michigan, Ellie brings nearly 15 years of advertising and marketing experience to her role. In 2004, she graduated from Loyola University Chicago Graduate School of Business with a MBA in Marketing. Over the years, she has worked with clients such as Ford Motor Company, the U.S. Army, Sears, PetSmart and Porsche. In 2013, Ellie joined the First State Bank team as Marketing Manager and is responsible for marketing, advertising and public relations. Ellie currently serves on local boards and is active in her church. In her free time, she enjoys spending time with her husband and two young children.
Human Resources Manager
A native of Naples, Florida, Shalana graduated from Barron Collier High School and went on to attend Southern State Community College. Shalana joined the First State Bank team in 2008 as a Customer Service Representative in Mt. Orab. In 2010, she was transferred to the Winchester location and two years later she was promoted to Office Manager. In 2014, she was named Executive Assistant to CEO Mike Pell and CFO David Richey. In 2015, she was appointed to serve the Board of Directors and shareholders in an administrative capacity. In 2017, she was named the Human Resources Manager. Shalana is a 2016 graduate of the Leadership Adams program and will be attending the Ohio School of Banking in 2017-2018.
Ann Marie Hagerty
A graduate of Our Lady of Angels High School, Ann Marie attended the University of Cincinnati and Xavier University and graduated with an Associate’s Degree in Business Management. Ann Marie joined First State Bank in 2016 and she brings more than 30 years of banking experience to her position. Ann Marie leads Business Development in Hamilton County and is responsible for business growth in all areas of the bank. She is an active member of her community and serves on the St. Bernard Marketing Committee and is active with the Stepping Stones organization. In her free time, she likes playing golf, hiking, biking, snow skiing and she enjoys home rehab and stain glass projects.
A graduate of The Ohio State University, Doug brings 30 years of experience in the banking industry to his role, primarily in commercial and business banking, agricultural, and commercial real estate lending. Doug joined First State Bank in 2013 and heads up business development and is responsible for business growth in all areas of the Bank. In his spare time, Doug enjoys traveling and playing golf.
Scott has been a resident of Clinton County for 40 years and brings 35 years of commercial banking experience to his role. Scott is a graduate of Wilmington High School, Xavier University and Southern State Community College and the Leadership Clinton Institute. He is very active in the community, serving as the Treasurer of the Healthfirst Foundation of Clinton County and acting as a board member for the Clinton County Foundation, the Murphy Theatre and Energize Clinton County. In his free time, Scott enjoys daily walks with his wife, golfing, and following his favorite sports teams: Xavier Men's Basketball, Ohio State Football, and the Cincinnati Bengals and the Cincinnati Reds.
Vice President / Business Development
Born and raised in Adams County, Philip brings more than 40 years of banking experience to First State Bank. A graduate of Franklin High School in Locust Grove, Philip went on to attend Ohio University and later graduated from Portsmouth Interstate Business College with Associates Degrees in Business and Accounting. Philip is also a Veteran of the Vietnam War.
Philip started in the banking industry in 1970 with The Farmers Bank in Peebles. In 1981, The Farmers Bank was bought out by Fifth Third Bank. Philip spent the next 20 years with Fifth Third Bank before joining the First State Bank team in 2002. At First State Bank, he has been instrumental in starting a fixed-rate mortgage program, establishing lines of credit and launching online banking services. Philip is involved in business development, loan review and staff mentorship. In his spare time, Philip enjoys hunting, fishing, serving with the Peebles Methodist Church and spending time with his wife of 43 years and his nine grandchildren.
After attending North Adams High School, Nick went on graduate from Franklin University with a degree in Business Administration. Over the years, Nick has worked in many different capacities of banking; including customer service, collection, loan origination and management. He joined the First State Bank team in 2013 as the compliance manager. In his free time, Nick enjoys spending time with his wife and watching his son play football and his daughters in cheerleading. Nick also volunteers as a coach for youth basketball and softball.
A graduate of West Union High School, Ryan attended Shawnee State University and graduated with a Bachelor’s Degree in Accounting. Ryan started his career in banking with First State Bank in 2010 as a customer service representative. He went on to complete the management trainee program and in 2015 he was named Internal Auditor. In his current role, he is responsible for all audit-related activities at the bank. In his free time, he enjoys spending time with his wife and daughter, fishing, attending sporting events, and coaching youth basketball.
Deposit Operation Manager
After graduating from North Adams High School, Pam went on to earn an Associate's degree from Southern State Community College. Pam also attended banking school in Athens, Ohio and is an AAP Accredited ACH Professional.
Pam has worked for First State Bank for more than thirty years. In her free time, Pam serves as a 4H advisor and is an active member of the Seaman United Presbyterian Church. She also enjoys gardening, reading, the great outdoors and spending time with her family.
A lifelong resident of Adams County, Becky is a graduate of Peebles High School and Shawnee State University. While at Shawnee, she earned a Bachelor's of Business Administration and an Associate Degree in Accounting. Becky joined the First State Bank team in 2014 and brings more than 22 years of healthcare finance experience to her role as Controller. Her responsibilities include overseeing the accounting functions of the bank. Becky is an active member of the Peebles United Methodist Church and is very involved with the Christian Youth Sports Program. In her free time, she enjoys spending time with her children, family and friends, traveling and being outdoors.
Card Program Manager
A graduate of Princeton High School, Debra began her banking career in 2005 and joined the First State Bank team in 2008. Debra started as a customer service representative and later moved into internal audit position, as she is a Certified Community Bank Internal Auditor (CCBIA). In 2013, Debra was named branch coordinator/sales ambassador for First State Bank. In 2016, she was named Card Program Manager and will oversee all activity associated with banking cards. In her free time, she enjoys working in her herb garden, reading, cooking and spending time with her husband and family.
Commercial / Agricultural Loan Officer
After earning an Applied Business Degree and an Associates of Accounting Degree from Southern State Community College, Amy joined the team at First State Bank in 2008. As the manager of the Hillsboro Banking Center, Amy's favorite part of the job is lending. In 2015, she was named Commercial/Agricultural Loan Officer.
Amy currently serves on the Highland County Farm Bureau Board and enjoys farming, the great outdoors and spending time with friends and family.
Indirect / Consumer Banking Manager
A graduate from Shawnee State University, Tom brings more than 20 years of financial industry experience to his position. He began his career in retail banking and then later moved into consumer lending. While in consumer lending, he managed a total of 320 professionals and was responsible for the underwriting and processing of requests from 3,500 branches which included auto, home equity and 1st mortgage loans. In 2014, Tom was named the Indirect/Consumer Banking Manager. In his free time, Tom enjoys spending time with his wife and four children, cycling, hiking and golf, and taking an annual family vacation to Disney World in Florida.
Indirect Lending Specialist
A graduate of North Adams High School and Southern State Community College, Leslie joined First State Bank in 1994. Over the years, she has gained experience as a teller, office manager and banking center manager. She has worked as a loan officer for 15 years and enjoys working on all types of loans including car, personal and commercial loans and mortgages. Leslie is an active supporter of local charitable causes and enjoys spending time with her husband and two daughters, antique shopping, walking and working out.
Loan Operations Manager
After graduating from Manchester High School, Adam earned a BA in Business Economics from the University of Cincinnati. After spending some time in the real estate market, Adam joined First State Bank in 2003. He currently acts as the manager for loan operations at the bank. In his free time, Adam enjoys golfing, hunting, coaching his son's baseball and basketball teams, spending time with family, attending sporting events and traveling.
Residential Mortgage Banking Manager
A lifelong resident of Brown County, Jeff attended Morehead State and brings more than 20 years of banking experience to his position. In his role, he will oversee all residential mortgage banking for the bank. Jeff is a School Board Member of Eastern Local School District and also serves as a Board Member for the Brown County MRDD Housing Alternatives and the Local Southern Ohio Ag and Community Development Foundation. In his free time, Jeff enjoys spending time with his family, farming and hunting.
Commercial Relationship Manager
Dee attended Southern State Community College and joined the First State Bank team in 2001. Over the years, Dee has worked as a customer service representative, office manager, banking center manager and loan officer. She served as the West Union Banking Center Manager for four years. In 2016, she was named Commercial Relationship Manager, where she will be responsible for credit analysis, loan underwriting and managing commercial loan relationships. Dee is a graduate of Leadership Adams. When not working, Dee enjoys spending time with family and friends, any outdoor activity and reading.

Banking Center Coordinator
A lifelong resident of Adams County, Vanessa graduated from Manchester High School and went on to attend Southern State Community College. She joined the team at First State Bank in 2012 as a Customer Service Representative in West Union. In 2014, she was promoted to Consumer Loan Processor and in 2016 she decided to join the mortgage side of banking and became a Mortgage Loan Processor. In 2017, Vanessa was named Banking Center Coordinator, where she will be responsible for acting as the training and customer service liaison across all of the First State Banking Centers. In her free time, Vanessa enjoys spending time with her family, being outdoors and watching her son race motocross.
Hillsboro Banking Center Manager
A graduate of Peebles High School, Diana went on to attend Southern State Community College and American Intercontinental University. In 2006, she joined the team at First State Bank. Over the years, she has worked at the company in a variety of roles including customers service, loan support and employee training. In 2015, she was named the Office Manager for the Mt. Orab Banking Center and in 2016 was named the Banking Center Coordinator where she acted as a liaison for all First State Bank locations. In 2017, she was named the Banking Center Manager for the Hillsboro location.
Peebles Banking Center Manager
A graduate from Peebles High School, Brenda went on to receive a cosmetology license from the Paramount Beauty Academy in Portsmouth. After working in cosmetology and later the health care industry, Brenda started her career in banking with Fifth Third Bank. After working for Fifth Third Bank for 16 years, Brenda joined the team at First State Bank in 1996 as the office manager of the newly built Peebles location. In 2001, she became the Peebles Banking Center Manager. In her free time, Brenda enjoys walking and running, playing piano and spending time with her husband of 35 years, two children and her dog.
Manchester Banking Center Manager
After graduating from Manchester High School, Pam went on to attend the Ohio Banker Association, Ohio School of Consumer Credit. Pam brings more than 30 years of banking experience to her role. Pam spent 10 years at Civic Savings Banking before joining the team at First State Bank in 1991. Over the years, Pam acted as a loan officer before becoming the Banking Center Manager in Winchester, and later in West Union. In 2008, she moved into her current role in Manchester.
In her free time, Pam enjoys spending time with her family and attending her grandchildren's ballgames and cheerleading competitions. She also loves traveling, reading and shopping.
Seaman Banking Center Manager
A graduate of West Union High School, Whittnie started her career at First State Bank in 2004. Over the years, she has worked as a Call Center Representative and as a Customer Service Representative at multiple banking center locations. In 2015, she was promoted to Office Manager of the Seaman Banking Center and then in 2016 became the Office Manager of the West Union Banking Center. In 2017, she was named the Banking Center Manager of Seaman. In her free time, Whittnie enjoys spending time with her husband and young son and her family and friends.
West Union Banking Center Manager
A graduate of North Adams High School, Amy joined the team at First State Bank in 1988. Over the years, she has gained experience working in many different capacities at the bank. In 2009, she was named Banking Center Manager of the Seaman location and in 2016 she was named West Union Banking Center Manager. In her free time, Amy enjoys helping her daughter coach junior high cheerleading and spending time with her family.
Winchester Banking Center Manager
After graduating from North Adams High School, Bethany went on to attend Southern State Community College and Shawnee State University. Bethany joined the First State Bank team in 2006 as a customer service representative and moved to the Loan Support Department in 2008. In 2013, she became the Office Manager for the Peebles Banking Center and in the following year was named the Manager of the Winchester Banking Center. In 2016, she was named the Banking Center Manager of the Winchester location. Her favorite thing about First State Bank is that customer service is top priority.
In her spare time, Bethany enjoys spending time with her husband and triplet daughters, having fun outdoors together and watching the girls play soccer and t-ball.
Washington Court House Banking Center Manager
After graduating from Buckeye Valley High School in Delaware, Ohio, Mark spent five years serving in the United States Navy. He started his career in banking in 1979 and brings more than 30 years of experience to his position. In 2005, Mark attended the Graduate School of Banking in Madison, Wisconsin. In addition to acting as the Washington Court House Banking Center Manager, Mark also is active in many civic organizations throughout Fayette County. In his spare time, Mark enjoys spending time with his family, watching his daughters in track and tennis and playing golf.
Ripley & Georgetown Banking Center Manager
After obtaining an Associate's Degree in Science from the University of Cincinnati Tri-County Academic Center, Gerry went on to earn a Bachelor of Science Degree in Agriculture from Morehead State University and later also received a general banking certificate from the Ohio School of Banking at Ohio University of Athens. With more than 35 years in the banking industry, Gerry has worked in all departments of the bank. In addition to acting as the Ripley Banking Center Manager, Gerry is involved in many civic organizations throughout Brown and Mason Counties. In 2015, he was named the Manager of the Georgetown and Ripley Banking Centers. In his free time, he enjoys spending time with his wife and daughter and working with his father and brother on their family farm.
